The generation of evidence is integral to the work of public health and health service providers. Traditionally, ethics has been addressed differently in research projects, compared with other forms of evidence generation, such as quality improvement, program evaluation, and surveillance, with review of non-research activities falling outside the purview of the research ethics board. However, the boundaries between research and these other evaluative activities are not distinct. Efforts to delineate a boundary – whether on grounds of primary purpose, temporality, underlying (...) legal authority, departure from usual practice, or direct benefits to participants – have been unsatisfactory. Intergroup and long-distance relationships are both central features of human social life, but because intergroup relationships are emphasized in the literature, long-distance relationships are often overlooked. Here, we make the case that intergroup and long-distance relationships should be studied as distinct, albeit related, features of human sociality. First, we review the functions of both kinds of relationship: while both can be conduits for difficult-to-access resources, intergroup relationships can reduce intergroup conflict whereas long-distance relationships are especially effective at buffering widespread resource (...) shortfalls. Second, to illustrate the importance of distinguishing the two relationship types, we present a case study from rural Bolivia. Combining ethnography and two different experimental techniques, we find that the importance of intergroup relationships—and the salience of group membership itself—varies across populations and across methods. Although ethnography revealed that participants often rely on long-distance relationships for resource access, we were unable to capture participant preferences for these relationships with a forced-choice technique. Taken together, our review and empirical data highlight that (1) intergroup and long-distance relationships can have different functions and can be more or less important in different contexts and (2) validating experimental field data with ethnography is crucial for work on human sociality. We close by outlining future directions for research on long-distance relationships in humans. (shrink)

While caregiving in northern, rural and remote communities takes place in the context of conditions unique to smaller communities, caregivers live with social policies that are shaped by urban norms rather than rural realities. In times of economic decline and government cuts rural issues of limited services and infrastructure as well as dependency on a single industry can lead to unemployment, community and family instability, and a decline in health and well-being. During these times caregivers face increased pressure to voluntarily (...) fill the gaps left by service cuts. Research with women caregivers in four communities in northern British Columbia (BC), Canada explores the experiences of caring and the social, geographic, economic and political contexts within which the caregiving occurs. The discourse of economic efficiencies that speaks solely to the monetary value of care is contrasted with the human condition of connectedness and relationships. These two contradictory perspectives are uncovered during interviews with women caregivers and analyzed in the framework of Olena Hankivsky's discussion of an ethic of care. (shrink)

This paper provides an overview of the societal impact of a rising dementia population and examines the legal and ethical implications posed by voluntary registries as a community-oriented solution to improve interactions between law enforcement and individuals with dementia. It provides a survey of active voluntary registries across the United States, with a focus on Arizona, which has the highest projected growth for individuals living with dementia in the country.

This study was designed to compare the natural free form communication that takes place when a person interacts with robotic entities versus live animals. One hundred and eleven participants interacted with one of four entities: an AIBO robotic dog, Legobot, Dog or Cat. It was found that participants tended to rate the Dog as more capable than the other entities, and often spoke to it more than the robotic entities. However, participants were not positively biased toward live entities, as the (...) Cat often was thought of and spoken to similarly to the AIBO robot. Results are consistent with a model in which both appearance and interactivity lead to the development of beliefs about a live or robotic entity in an interaction. UK government policies for social inclusion through engaging with the learning society aim at repositioning people as capable participants in their social worlds. These policies at first sight appear to be aimed at a sophisticated restructuring of social contexts as well as at an enhancing of individual learning. However there is a degree of conceptual confusion within these policies. In this paper we explore some of the tensions evident in a study of a family learning centre in an English city. (...) In the exploration we examine the extent to which the tools offered by sociocultural and activity theory (SAT) can assist in resolving that conceptual confusion and how SAT itself might need to develop in order to analyse complex and sustained forms of intervention. Privacy by Design, a globally accepted framework for personal data management and privacy protection, advances the view that privacy cannot be assured solely by compliance with regulatory frameworks but must become an organisation’s default mode of operation. We are proposing a similar template for the research ethics review process. The Research Ethics by Design framework involves research ethics committees engaging researchers during the design phase of the proposal so that ethical considerations may be directly embedded in the science as opposed (...) to being viewed as addendums after the fact. This collaborative research design proposal results in the establishment of a culture of ethical research rather than research with ethical oversight. Both researchers and research ethics committees come to view the review process as one in which individual protection and collective benefit co-exist in a doubly-enabling positive-sum manner. Xenotransplantation, or the use of animal cells, tissues and organs for humans, has been promoted as an important solution to the worldwide shortage of organs. While scientific studies continue to be done to address problems of rejection and the possibility of animal-to-human virus transfer, socio-ethical and legal questions have also been raised around informed consent, life-long monitoring, animal welfare and animal rights, and appropriate regulatory practices. Many calls have also been made to consult publics before policy decisions are made. This (...) paper describes the Canadian public consultation process on xenotransplantation carried out by the Canadian Public Health Association in an arm’s length process from Health Canada, the ministry overseeing government health policy and regulation. Focusing on six citizen fora conducted around the country patterned after the citizen jury deliberative approach, the paper describes the citizen panelists’ recommendations to hold off on proceeding with clinical trials and the rationales behind this recommendation. The consultation process is discussed in the context of constructive technology assessment, a framework which argues for broader input into earlier stages of technology innovation, particularly at the technology design stage. Because they have personalized their work, their accounts are real, and recognizable as having come from 'real' persons, about 'real' experiences. There are no objectively-distanced disembodied third person entities in these accounts. These writers are actual people whose stories will make you laugh, cry, think, and want to know more.

Nurses have moral obligations incurred by membership in the profession to participate knowingly in health policy advocacy. Many barriers have historically hindered nurses from realizing their potential to advance health policy. The contemporary political context sets additional challenges to policy work due to polarization and conflict. Nursing education can help nurses recognize their role in advancing health through political advocacy in a manner that is consistent with disciplinary knowledge and ethical responsibilities. In this paper, the authors describe an exemplar of (...) Elizabeth Barrett's “Power as Knowing Participation in Change” theory as a disciplinary lens within a doctoral nursing health policy course. Barrett (radically) emphasizes “power as freedom” instead of “power as control.” This approach is congruent with nursing disciplinary values and enhances awareness of personal freedom and building collaborative relationships in the policy process. The theory was used in concert with other traditional policy content and frameworks from nursing and other disciplines. We discuss the role of nursing ethics viewed as professional responsibility for policy action, an overview of Barrett's theory, and the design of the course. Four student reflections on how the course influenced their thinking about policy advocacy are included. While not specific to policymaking, Barrett's theory provides a disciplinary grounding to increase students' awareness of freedom and choices in political advocacy participation. Our experience suggests that Barrett's work can be fruitful for enhancing nurses' awareness of choices to participate in change across settings. (shrink)

We divide analytic metaphysics into naturalistic and non-naturalistic metaphysics. The latter we define as any philosophical theory that makes some ontological (as opposed to conceptual) claim, where that ontological claim has no observable consequences. We discuss further features of non-naturalistic metaphysics, including its methodology of appealing to intuition, and we explain the way in which we take it to be discontinuous with science. We outline and criticize Ladyman and Ross's 2007 epistemic argument against non-naturalistic metaphysics. We then present our (...) own argument against it. We set out various ways in which intellectual endeavours can be of value, and we argue that, in so far as it claims to be an ontological enterprise, non-naturalistic metaphysics cannot be justified according to the same standards as science or naturalistic metaphysics. The lack of observable consequences explains why non-naturalistic metaphysics has, in general, failed to make progress, beyond increasing the standards of clarity and precision in expressing its theories. This paper is not about work or labour itself, and how it changes historically in South Africa, but about how the meaning of 'work' and 'labour' itself changes. What we want to suggest, is that an 'original' meaning of the tasks/duties associated with 'work' was 'woman': ukusebenza. What men did, does not constitute 'work' but something else entirely: raiding, moving, occasional, going etc.: ukuphangela. It is in the latter term, ukuphangela, that the term 'raid' emerges, and the argument draws on (...) this notion and meaning of raid to underscore the re-thinking of gender, the subject and her relation to work, and history. The paper operates in two registers, focusing on the historic meanings of work and labour in the Eastern Cape and tracing lateral translations of these meanings into East London in the 1950s. It argues that in re-thinking meanings of labour and work through multiple temporalities, and through the contested meanings of the isiXhosa terms ukusebenza and ukuphangela, these word fragments are read as 'entryways to a wordliness' that puts lateral universals and temporalities of work back into circulation. As such, we pose the question rather, following Anne Kelk Mager and Helen Bradford, of whether it is gender that is at the forefront not only of class and race struggles, but of what comes to constitute the meaning of 'work', a concept whose provenance and meaning changes, as we have noted, with the making of modernity, industrialisation/capitalism, and the 'Europeanisation' of the world. Ross and MacKay argue that excluding sugar-sweetened beverages from the Supplemental Nutrition Assistance Program is ‘in principle morally permissible’ because it does not violate the central obligation that SNAP is meant to discharge—the obligation to ensure that citizens have secure access to food adequate to meet their nutritional needs. I query this argument, and suggest two other ways of understanding the core purpose of SNAP. According to the first, the core purpose of SNAP includes promoting good nutritional outcomes; thus, (...) one might argue, including sugary drinks in SNAP undermines its core purpose. According to a second conception of SNAP, its core purpose ought to be much broader: promoting good nutritional outcomes, ensuring food security and providing secure access to other food-related goods, such as pleasure, social experiences and cultural expression. Let us hypothesize that there are three main "registers" of writing: narrative, description and commentary. "Narrative" and "description" are by definition concerned with diachronic and synchronic relationships ; and it may be said that taken together, they therefore exhaust the inventory of all relationships constituting the "world" our language regards as possible. It is often remarked that there is such an affinity between narration and description that on occasion they are hard to distinguish: narration is the description of an action (...) or change, and description mimes the action of relating items one to the other, and hence may have a narrative function. This solidarity of narration and description justifies their being grouped together as constituting the "topic" of literary discourse. But the function of "commentary," which correlates the text with a context, is to create a different type of relationship, in which makes the narrative/descriptive topic "meaningful." We are thus distinguishing "meaning" and "meaningfulness" on the grounds that "meaning" can be understood as the object of semantic analysis , whereas "meaningfulness" is the meaning bestowed on a set of relationships by an act of interpretation . This type of meaningfulness is what the moral of a La Fontaine fable most characteristically seeks to create. Rossbank functioned from 1840 to 1854 as one of a chain of British Colonial Observatories which combined with European and Asian observatories in the study of terrestrial magnetism. It was established in Hobart, Tasmania, by the Governor of Van Diemen's Land, Sir John Franklin, and Captain James Clark Ross, R.N., commanding H.M. ships Erebus and Terror. The history and operation of the Rossbank Observatory is related, its instruments described, and the results discussed.Biographical notes on the Observatory staff, with lists (...) of its archives and instruments are provided. In this volume, leading philosophers of psychiatry examine psychiatric classification systems, including the Diagnostic and Statistical Manual of Mental Disorders, asking whether current systems are sufficient for effective diagnosis, treatment, and research. Doing so, they take up the question of whether mental disorders are natural kinds, grounded in something in the outside world. Psychiatric categories based on natural kinds should group phenomena in such a way that they are subject to the same type of causal explanations and respond similarly to (...) the same type of causal interventions. When these categories do not evince such groupings, there is reason to revise existing classifications. The contributors all question current psychiatric classifications systems and the assumptions on which they are based. They differ, however, as to why and to what extent the categories are inadequate and how to address the problem. While family forms are ever more diverse, there are few critical analyses of the ways in which LGBTQ families have been represented in fiction. This article explores recent Italian novels by Cristiana Alicata, Melania Mazzucco and Chiara Francini that depict lesbian and gay parents and their children. In all these novels at least one gay or lesbian parent dies. Drawing on Judith Butler’s work on mourning and melancholia, I problematize the persistent spectre of grief and loss attached to gay and (...) lesbian parenting. However, reflections by Heather Love also prompt me to explore what Love calls a “politics of damage”, or an attempt to see past the looming threat of inevitable homosexual doom towards the queer, subversive elements of these narratives, which question normative conceptions of the family and open up space to reflect on ‘alternative’ parental models.
